Shelves for ‘one stop shop’ stacked with almost 150 projects

Preliminary details of almost 150 projects for inclusion in the Government’s one-stop-shop Fast Track Approvals Bill (as Schedule 2) were released on Sunday 6 October.

In the statement released by Ministers Chris Bishop and Shane Jones it was noted that while an independent Advisory Group recommended a total of 342 projects for inclusion in the Bill, Cabinet chose to include only 149 of them to better reflect the capacity from expert panels to assess and consent these projects. Once the Bill is passed, project owners will be able to apply to the Environmental Protection Authority to have an expert panel assess the project and apply relevant conditions. The media statement yesterday noted that the Government is also recommending to the Environment Committee (at Parliament) that expert panels have the ability to decline approval for projects.

Fact Sheet: Fast-track Listed Projects

  • 384 projects applied to be considered for inclusion in Schedules 2A and 2B of the Fast-track Approvals Bill.
  • Of those, the independent Advisory Group recommended 199 projects for inclusion in Schedule 2A, 143 for inclusion in Schedule 2B, and 42 for not listing.
  • Cabinet subsequently agreed to list 149 infrastructure and development projects that have significant regional or national benefits in the newly-named Schedule 2.
  • Ministers and members of the independent Advisory Group followed a careful and robust process for managing actual, potential or perceived conflicts of interest with regard to the projects.
  • The Fast-track Approvals Bill is currently before the Environment Select Committee which will report back to Parliament by 18 October.
  • The Bill is expected to go before Parliament for its second reading in November. The Bill is expected to be passed into law before the end of the year.
